The Special Agent position involves investigative work for the Pennsylvania Office of State Inspector General (OSIG) in the Bureau of Fraud Prevention and Prosecution. An employee in this class is responsible for conducting field and overpayment investigations relating to both initial and ongoing eligibility for the programs administered by the Pennsylvania Department of Human Services (DHS). This profession is responsible for conducting benefit application investigations and other related investigations or activities relating to initial and continued eligibility for the benefits programs administered by DHS.

DESCRIPTION OF WORK

This specialized work is responsible for investigation, administrative hearings, and prosecution of cash assistance, Supplemental Nutrition Assistance Program (SNAP), medical assistance, and subsidized childcare overpayments as well as electronic benefit transfer (EBT) fraud and/or SNAP trafficking, Low Income Heating Energy Assistance Program (LIHEAP), special allowances, Medical Assistance Transportation Program (MATP), and other DHS programs referred to the OSIG for investigation.

Comprehensive communication skills are utilized to interview applicants, recipients, DHS employees, and other relevant sources for information about residence, assets, income, and other eligibility factors. The employee reviews all case related documentation for relevant information and collects, evaluates, and develops evidence for legal presentation and completes a report of investigation for review and approval.

It is vital for this professional to utilize proper investigative techniques, conduct investigations, interview witnesses and subjects, analyze statements, case records and inter-governmental matches, and conduct record searches at courthouses, banks, and employers in order to develop leads that are followed to a reasonable end.

As a Special Agent you will prepare and file criminal complaints, affidavits (if needed), witness lists (if needed), and the confidential information sheet (if needed) at the magisterial district judge level and prepare witnesses to testify for hearings and trials. You will have the opportunity to present the Commonwealth’s case if no District Attorney (DA) is present at the preliminary hearing or assist the DA with presentation of the Commonwealth’s case at criminal preliminary hearings and trials. The Special Agent presents the Commonwealth’s case at Administrative Fair Hearings and at Administrative Disqualification Hearings conducted by the DHS Bureau of Hearings and Appeals as required.

Work Schedule and Additional Information:
  • Full-time employment, 40-hour work week.
  • Work hours are 8:00 am to 5:00 pm, Monday - Friday, with a 60-minute lunch.
  • Travel is required to conduct investigative activities, attend administrative hearings, conduct subject/collateral contact interviews, participate in prosecutions, and to attend training. This position is subject to travel throughout the Commonwealth and out of state if deemed necessary to an investigation. Overnight stays may be required.
  • Telework: You may have the opportunity to work from home (telework) part-time up to 12 days per month based on operational needs. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Easton.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:
  • One year of investigative experience and a bachelor’s degree; or
  • An equivalent combination of experience and training.

Necessary Special Requirements:
  • You must possess an active Pennsylvania non-commercial Class C driver’s license or equivalent.
  • You must obtain CLEAN/NCIC certification within two months of employment and maintain this certification for the duration of employment in this job.

Additional Requirements:
  • You must have an understanding of investigative processes and principles.
  • You must adhere to the values and ethics of the OSIG.
  • You must demonstrate professionalism and discretion in your work.
  • You must have solid written and verbal communication skills.
  • You must show initiative and problem-solving skills.
  • You must be able to perform essential job functions.

Legal Requirements:

  • Due to Act 29, the selected candidate will have limited law enforcement powers, which require all employees with access to agency systems to undergo fingerprinting and an in-depth background check to include criminal, tax, and credit history.
